    For 16 years, Carroll has served on the Johnston County Board of Education (JCBOE). Including now, Carroll has been elected Chairman of the Board three times.

    • Results: During Carroll's tenure, the JCBOE spent $350 million of school-bond money to build 26 new schools and to perform major renovations on 11 existing schools in Johnston County. These projects were completed on time and in budget.
    • Statewide Recognition: In 2007, Carroll was chosen to North Carolina's Honorary Board of Education. He was one of only 10 Board of Education Leaders chosen from the 100 counties in North Carolina.
    • Key Endorsement: The North Carolina Association of Educators has endorsed Carroll for NC Senate.
    • Current Agenda: It has been widely reported in The Smithfield Herald that Carroll, in his role as Chairman of the Johnston County Board of Education, is pushing to increase teachers' supplements in Johnston County.
  • Healthcare
    In 1977, Carroll opened "Carroll Pharmacy," an independent pharmacy in Smithfield, NC with a reputation of outstanding, personal service. Carroll Pharmacy has been voted "Best Pharmacy" in Johnston County 9 consecutive years.

    • Affordable Healthcare: Carroll has experienced the skyrocketing cost of prescriptions and medical care, and he shares the frustration and struggles of all who seek affordable prescriptions to not only pay for their medical care but also to have reasonable access to it.
